OMN-14350 — non-canonical lifecycle-class ratchet (fan-out: onex_change_control)

Fan-out of the omnibase_core canary #1430 (merged to core dev @63635097).

Changes

  • .onex_ratchets/noncanonical_class_allowlist.yaml — frozen baseline of onex_change_control's 3 current residual FQNs. Green day one; the ratchet only shrinks it.
  • .pre-commit-config.yaml — consumes the omnibase_core ratchet hook no-noncanonical-lifecycle-classes, pinned to a specific core dev SHA 63635097705d832e0ee9c4811093efb31349105c (never a moving ref), scoped to src/onex_change_control with its own allowlist.

dod_evidence

  • Ratchet exits 0 against the allowlist (--check-stale; no NEW residual, no stale). Hook resolves core@63635097 and passes vs the 3-FQN baseline.

Closes OMN-14350 (fan-out tranche).

Wire the omnibase_core non-canonical lifecycle-class ratchet (OMN-14350) as a
consumer gate. Frozen allowlist of this repo current residual FQNs (green day one;
the ratchet only shrinks it) + the canonical omnibase_core remote hook pinned to
core dev @63635097 (the #1430 squash carrying the validator + its .pre-commit-hooks
export). Fan-out of the omnibase_core canary #1430.

Warning

Review limit reached

You’ve reached a temporary PR review limit under our Fair Usage Limits Policy.

Your recent review volume is higher than typical usage, so adaptive limits are currently applied.

Next review available in: 11 minutes

Enable usage-based reviews in Billing to review now. Otherwise, wait until the next included review is available.
You're only billed for reviews past your plan's rate limits ($0.25/file).

How can I continue?

After more reviews become available, a review can be triggered using the @coderabbitai review command as a PR comment. Alternatively, push new commits to this PR.

To avoid repeated limits, reduce automatic review volume by pausing incremental auto-reviews earlier, using label-based review opt-in, excluding WIP or generated PR titles, or requesting reviews manually when the PR is ready. If your team needs uninterrupted high-volume reviews, an organization admin can enable usage-based reviews.

How do review limits work?

CodeRabbit enforces per-developer PR review limits for each organization. Most developers receive the normal plan review availability.

For paid Pro and Pro+ PR reviews, CodeRabbit uses adaptive limits for sustained high-volume activity. When a developer's recent PR review activity reaches the 95th percentile or higher among CodeRabbit users, additional reviews become available more gradually as earlier reviews age out of the rolling window.

Please refer docs for additional details.
