Refreshes central OMN-14162 OCC evidence after omnibase_infra #2239 was rebased onto current dev. The downstream PR head changed from 8318e1d7cf1671feaa9d0f341e0e05f6b8b39267 to c46828082e140ab2b976716231798ba84b91191c; the file scope remains docs/env-master-template.env.

This OCC refresh performs no live deploy, no runtime restart, no branch-protection mutation, and no bypass.
