Summary

Adds the central OCC evidence companion for omnibase_infra PR #2230, the infra port of the OMN-14127 required-check wedge fix. The contract now covers both omniclaude #1870 and omnibase_infra #2230, with infra-specific PASS receipts for PR identity/files, CI Summary poller workflow shape, and focused local verification.
