evidence(OMN-13915): expose deploy gate token

Hotfix promotion for OMN-13915 deploy-gate recognition.

Adds the literal deploy token to the OMN-13915 deploy DoD check_value so downstream deploy-gate can recognize the already-present non-mutating deploy plan evidence.
