OMN-13928 — OCC evidence for omnibase_core 0.46.5 dev->main promotion

Net-new OCC companion (contracts/OMN-13928.yaml + 2 PASS receipts) unblocking core promotion PR omnibase_core#1387 (base=main, v0.46.5). Existing OMN-13888/OMN-13910 receipts bind to dev PRs #1382/#1384; net-new-only OCC constraint under the core@main 0.46.4 whole-file-hash validator forbids editing them, so this is net-new for OMN-13928.

  • dod-core-promotion-pr binds core#1387 by pr_number 1387 + commit_sha aa11f2a9.
  • dod-occ-self-binding binds this OCC PR (occ-preflight self-eligibility) by pr_number 3558 + commit_sha 61cd1cb.

0.46.5 ships the OMN-13888 per-entry OCC hashing + append-only + supersession + dual-accept validator redesign (#1382) plus the OMN-13910 version bump (#1384) — the release-chain prerequisite for OCC #3545 / omnimarket #1591 (gates install the validator from core@main) and the OMN-13899 dod_verify chain.

Evidence-Ticket: OMN-13928

Warning

Review limit reached

You’ve reached a temporary PR review limit under our Fair Usage Limits Policy.

Your recent review volume is higher than typical usage, so adaptive limits are currently applied.

Next review available in: 47 minutes

Enable usage-based reviews in Billing to review now. Otherwise, wait until the next included review is available.
You're only billed for reviews past your plan's rate limits ($0.25/file).

How can I continue?

After more reviews become available, a review can be triggered using the @coderabbitai review command as a PR comment. Alternatively, push new commits to this PR.

To avoid repeated limits, reduce automatic review volume by pausing incremental auto-reviews earlier, using label-based review opt-in, excluding WIP or generated PR titles, or requesting reviews manually when the PR is ready. If your team needs uninterrupted high-volume reviews, an organization admin can enable usage-based reviews.

How do review limits work?

CodeRabbit enforces per-developer PR review limits for each organization. Most developers receive the normal plan review availability.

For paid Pro and Pro+ PR reviews, CodeRabbit uses adaptive limits for sustained high-volume activity. When a developer's recent PR review activity reaches the 95th percentile or higher among CodeRabbit users, additional reviews become available more gradually as earlier reviews age out of the rolling window.

Please refer docs for additional details.
