OMN-13762 — OCC evidence bind for infra dev->main promotion PR #2166

Binds the OMN-13762 dod_evidence to omnibase_infra promotion PR #2166 (promotion/omn-13762-infra-trivy-fix, head 03935a1d) so its main-target Receipt-Gate / OCC-eligibility passes.

• dod-infra-dev-promotable-to-main: pr_number → 2166 (bind by pr_number; the >100-commit promotion defeats commit_sha binding), commit_sha → 03935a1d (promotion head = dev head, includes the merged Trivy npm-bundled-dep fix).
• dod-occ-self: self-bind to this OCC PR head commit.
• contract_sha256 unchanged (sha256:740bfed…) — contract file untouched; all existing receipts remain valid.
