OMN-13616 — OCC Evidence-Source + DoD receipts (SEA Phase 3.3)

Paired OCC receipt PR for omnimarket PR #1446 (greenfield ORCHESTRATOR node node_regression_test_orchestrator — absorb SEA regression replay, emit the canonical ModelExperimentResult OMN-13613) and SEA PR #239 (delete regression/runner.py after parity), under the SEA → canonical migration epic OMN-13604.

Carries the OMN-13616 ticket contract + DoD receipts so the Receipt Gate + DoD Gate pass on the product PRs.

• dod-deploy-assessment — PASS, pr_number: 1446. Additive greenfield node + core pin bump + SEA deletion; no existing topic/envelope/contract-API change; no migration; no live-lane mutation; no live deploy.
• dod-occ-pr-self — PASS, bound to this OCC PR's own number (validator_occ_merge_eligibility).
