Summary

OCC evidence for the omnibase_core CI-config PR (#1333) that renames the receipt-honesty workflow's job id/name from validate to receipt-honesty, giving it a unique, safely-requirable GitHub check-run context. Closes the core blocker on OMN-13328.

Carries contracts/OMN-13328.yaml (consumed by #1333's Receipt Gate via Evidence-Source) and the PASS receipts:

• dod-unique-job-context — renamed job confirmed at product head 68338ec8
• dod-collision-evidence — real validate collision (11 check-runs on core dev SHA 71e3927fd)
• dod-deploy-assessment — CI-config-only, no runtime-lane mutation
• dod-occ-pr — self-binding receipt
