Carries the OMN-13356 ticket contract and the DoD receipts the downstream Receipt Gate needs for omnimarket PR #1311 (tool-reuse router node): dod-omnimarket-pr-1311 (17 tests pass, mypy strict clean, runtime sweep 314/314), dod-deploy-assessment (non-deployable pure compute node — no lane mutation). Self-binding OCC receipt added in the follow-up commit once the PR number exists.

…#6898) * evidence(OMN-16373): bind repin PRs omnibase_infra#2847 + omniweb#311 Receipt Gate rejected both PRs with pr_ticket_mismatch: no existing OMN-16373 receipt bound to PR #2847/#311 or their commit SHAs (validator_occ_merge_eligibility.py::_receipt_bound_to_pr matches on receipt.pr_number, and none of the many prior receipts on this ticket were minted for these two new consumer re-pin PRs). Adds dod-OmniNode-ai-omnibase_infra-pr-2847 and dod-OmniNode-ai-omniweb-pr-311 binding entries + PASS receipts (live gh pr view readback), matching the established per-PR binding pattern already used throughout this ticket's contract. * evidence(OMN-16373): self-bind OCC companion PR #6898
