OMN-13247 — OCC evidence: bind omnibase_infra PR #2042 (event_model wiring fix)

Central change-control evidence for the e2e-discovered coding-agent bus wiring fix.

omnibase_infra PR #2042 renames the PER-HANDLER input_model: -> event_model: in the four coding-agent node contracts so the auto-wiring parser (_parse_handler_routing, which reads only the per-handler event_model key) populates event_model; without it the dispatch callback handed the orchestrator the materialized dispatch dict instead of a typed ModelEventEnvelope, and the handler crashed on envelope.event_type. The PR also adds a real-dispatch-path regression test (fails pre-fix, passes post-fix) and commits the coding-agent runtime env vars.
