OMN-13215 — OCC addendum: receipt binding to omnibase_infra PR #2020

Follow-up to OCC#2729. Adds a PASS DoD receipt (dod-003-infra-local-verification) binding OMN-13215 to omnibase_infra PR #2020 so its receipt-gate OCC eligibility check (pr_ticket_mismatch) finds a receipt bound to that feature PR. The omnimarket feature PR (#1258) was already bound by OCC#2729.
