OCC receipt pairing for omnibase_core PR OmniNode-ai/omnibase_core#1235 (OMN-13091, epic OMN-13089 — Phase 0b receipt models).

Adds:

  • contracts/OMN-13091.yaml — central ticket contract with dod_evidence
  • drift/dod_receipts/OMN-13091/dod-omnibase-core-pr-1235/command.yaml — focused test probe receipt (47 new unit tests PASS, core head 5bcfb936625f384fce92ccef5d263163037a2424)
  • drift/dod_receipts/OMN-13091/dod-occ-pr/command.yaml — contract-carrier receipt

- working_dir must be an absolute path per ModelDodReceipt validation
  (eligibility failed with nonpass_receipt on the $OMNI_HOME form)
- update commit_sha to core PR #1235 head ff9e3a3e768dee8d93bb91245ffd958d28451a0b
  (URL-authority docstring fix)
- recompute contract_sha256 after yamlfmt normalization
