Summary

Adds the central imperative-contract guard allowlist entry for src/omnibase_infra/runtime/service_terminal_event_consumer.py. This file is runtime-owned Kafka plumbing for the OMN-13005 terminal-event consumer, matching the existing runtime allowlist pattern for service_pattern_b_broker.py.

Superseded by the infra-side fix in OmniNode-ai/omnibase_infra#1951, which removes the new direct Kafka client usage from service_terminal_event_consumer.py and passes the imperative guard locally against the main allowlist. Closing this allowlist-only PR to avoid carrying a blocked OCC evidence change.
