…ep literal The merged contracts/OMN-12955.yaml dod-deploy-assessment check greps the receipt for the literal 'No live deploy', but the merged receipt phrased the same fact as 'Neither ... performs a live deploy', so post-merge Contract Compliance run 80867849785 failed. Rephrase the actual_output sentence (same meaning, no status/probe change) so the receipt satisfies its own contract check. No live deploy or mutation claim is altered.

…up PR 2517 occ-preflight/eligibility and verify/verify failed with pr_ticket_mismatch: no PASS receipt bound to PR #2517. Following the dod-occ-pr-2494 precedent (OMN-12959), add a dod-occ-pr-2517 evidence item + self-binding receipt (pr_number 2517) and rebind contract_sha256 in all OMN-12955 receipts to the updated contract hash (82cb1850... -> 1297a4e5...).
