OMN-12962 — P1.5 contract-store durability audit (OCC receipts)

Carries the central contracts/OMN-12962.yaml ticket contract and the DoD
receipts for the two code PRs:

• dod-omnimarket-pr-1166 — omnimarket fix(OMN-9058): align product receipt contract check #1166: runtime_sweep NON_DURABLE_CONTRACT census-durability check
• dod-infra-pr-1937 — omnibase_infra feat(OMN-12453): add OCC contract for gitignore-baseline gate wiring #1937: cold-runtime census durability proof doc
• dod-occ-pr — self-binding receipt for this OCC PR

Verdict: durability PROVEN — cold-start census reconstructs from the
image-bundled filesystem manifest, independent of node-registration.v1
retention. No store fix required; residual dynamic-only gap covered by the
runtime_sweep check.
