evidence(OMN-12939): promote OCC contract + receipts to main

Promotes the OMN-12939 delegation FSM termination-guard contract and its PASS receipts (already merged to OCC dev via PR #2456) onto main.

Why

The omnimarket deploy-gate checks out OCC contracts at ref: main. Until contracts/OMN-12939.yaml is on main, omnimarket PR #1158 deploy-gate fails with "no contract file in onex_change_control/contracts/". This promotion lands the contract + deploy DoD evidence on main so the deploy-gate resolves it.

Receipts (PASS, command check_values)

• dod-omnimarket-pr-1158/command.yaml — status PASS, pr_number 1158, 21 delegation escalation tests passed.
• dod-deploy-assessment/command.yaml — status PASS, pr_number 1158, 'No live deploy' assessment (code-only handler change; gated stability rebuild under user approval).
• dod-occ-pr-2456/command.yaml — self-binding receipt for the dev OCC PR contract(OMN-12939): delegation FSM termination guard ticket contract #2456.
• dod-occ-pr-2462/command.yaml — self-binding receipt for this promote PR.

Source landed in dev via PR #2456. This unblocks omnimarket PR #1158 deploy-gate, which checks OCC main.
