Summary

Baseline the current live omniclaude freestanding imperative-contract findings so the standalone reusable Imperative Contract Guard can pass for the OMN-12564 main hotfix path.

Why now

omniclaude #1735 is blocked by the reusable guard from onex_change_control@main. The guard reports existing live omniclaude debt that is unrelated to the deploy-gate checkout hotfix. This PR adds only the five live blockers reported by the guard to the central omniclaude allowlist.
