OMN-12816 — OCC pairing (determinism layer, 2 repos)

Pairs omnibase_infra #1903 (additive extra_body on ModelLlmInferenceRequest) + omnimarket #1107 (contract enable_thinking:false via inference_extra_body + _extract_blocks hardening). The determinism layer atop OMN-12813's exemplar (all 12813 green rows were attempt_count=2).

dod_evidence (contracts/OMN-12816.yaml — receipt-grep form)

• infra-tests: 3 extra_body tests + node_llm_inference_effect 460 pass, mypy/ruff clean (feat(OMN-12451): add OCC contract for gitignore-baseline.yaml asset #1903 @ 97a3f092)
• market-tests: 5 tests + full omnimarket suite 6463 pass, mypy/ruff/pre-commit clean (chore(OMN-11184): OCC contract and dod receipts for generation event wiring #1107 @ e284d11f)
• empirical: enable_thinking:false collapsed 5989→605 chars (one clean block) vs live vLLM; last-block+dedent recovered a valid contract (validate_generation valid=True)
• additive-safe: extra_body default {}, declared fields win — delegation chain unaffected

Honest receipts: verifier (independent probe) ≠ runner; real probe output. Shared-core-contract change → hostile review must converge before merge.
