Summary

• add central OCC PASS receipts for OMN-12765 main promotion PRs across compat, dash, market, infra, and core
• bind open main promotion PRs: omnimarket#1082, omnibase_infra#1896, omnibase_core#1211
• include already merged main promotions: omnibase_compat#141 and omnidash#185
• repin OMN-12765 receipt contract hashes to the updated contract
