…base_infra #2272) (#4048) * evidence(OMN-14466): RT-7 fail-loud drift monitor DoD companion (omnibase_infra #2272) Independent-verifier DoD companion for omnibase_infra#2272 (RT-7). Adds contracts/OMN-14466.yaml + four PASS ModelDodReceipts bound to PR 2272 @ cfe726f8. Verifier is the RT-7 INDEPENDENT verifier (implemented only RT-1, not RT-7). Each substantive check_value is a workspace-independent gh-api content read at #2272's head (DoD-runner-cwd-safe), proven RED at the branch-point parent e811995d where the monitor files are absent, and GREEN requires positive structure (not a green-on-absence): - dod-monitor-workflow-fail-loud: scheduled + PIPESTATUS + exit "$code" propagation - dod-monitor-lib-pure-and-fail-loud: evaluate_repo/exit_code_for defined, no I/O, blind->return 2 - dod-monitor-reuses-friction-no-new-store: writes .onex_state/friction + node_friction_triage (honest no-new-store deviation from pr_state) - dod-occ-self-14466: self-bind (INERT/WARN by design) Independently confirmed live (2026-07-12): the monitor exits 1/diverged on real drift (3 P1s verified against live PyPI/gh) and exits 2/blind on an invalid token (never a false green). Evidence-Ticket: OMN-14466 * evidence(OMN-14466): bind self-bind receipt to OCC PR #4048 for own eligibility validator_occ_merge_eligibility requires >=1 PASS receipt for the ticket bound to the OCC PR itself (#4048), not only to the source PR. The three substantive receipts correctly stay bound to source omnibase_infra#2272 (product evidence); the self-bind receipt now binds to #4048 (pr_number 4048 + OCC head commit_sha) to satisfy the OCC PR's own eligibility gate.
