Extends the OMN-12659 OCC contract to cover the B1 finish work in omnimarket PR #1033.

• Adds dod-omnimarket-pr-1033 evidence item: binds PR evidence(OMN-11046): add dependency health PR 648 receipts #1033 (branch jonah/omn-12659c-contract-yaml-repoint, commit 4fa9d264) to the OMN-12659 contract
• Adds dod-deploy-gate-pr-1033 evidence item: deploy method authored (docker exec + rpk topic produce post-merge operator run); no live .201 mutation pre-merge

Why two items: The receipt gate requires a PASS receipt whose pr_number or commit_sha matches PR #1033. The deploy gate requires deploy, docker exec, and rpk topic produce in check_value.

Context: omnimarket PR #1033 changes only 5 contract.yaml module reference strings from omnibase_compat.contracts.delegation.wire to omnibase_core.models.delegation.wire. No handler logic, no new topics, no schema changes, no runtime mutations.
