to ticket OMN-12608. PR #196 wires the SEA runtime-generation inference
architecture invariant as a BLOCKING guard (pre-commit + CI + unit test):
inference must route through the bus-backed InferenceClient + omnimarket
delegation; no raw httpx/requests/aiohttp LLM path; max_tokens contract-driven.
This OCC PR is the downstream Evidence-Source for SEA PR #196's Receipt Gate.

deliverable, with the operator-gated live .201 stability-test run documented as

in /chat/completions or /completions through endpoint_url (post-as-is), and the
Gemini config default resolves to the full /v1beta/openai/chat/completions
endpoint. Provider-neutral path predicate; no new router/adapter.
