• Adds central OCC contract contracts/OMN-12349.yaml for omnimarket PR contract(OMN-10864): bind second fix PR #1574 #961.
• Adds PASS receipts for runtime handler implementation, focused runtime tests, broader relevant tests, deploy-gate smoke plan, PR binding, and documented full-suite blocker.
