Backfill of for tickets OMN-3892 - OMN-4135.

Part of OMN-8637: every ticket needs a contract.

  • Generated 50 minimal contracts
  • All validated against schema
  • Keyword-enriched DoD checks (golden chain, coverage, contract file presence)

* evidence(OMN-14039): OCC contract + PASS receipts for ModelLearningRecord DTO (omnibase_compat #172)

Companion evidence for the omnibase_compat PR adding ModelLearningRecord +
EnumLearningProcessId/EnumFailureClass/EnumLearningOutcome — the capture
substrate for the cross-process learning loop (spec §3.1, §3.4). Receipts:
lint/typecheck clean, full local suite 326 passed, and a receipt binding
this contract to omnibase_compat PR #172.
