…ra PR #1749 (#1665) * contracts(OMN-12006): fix stale contract_sha256 in 5 receipts OCC PR #1662 added new evidence items to contracts/OMN-12006.yaml (dod-omnimarket-pr-890, dod-infra-pr-1749, dod-occ-pr-1662) but did not update the contract_sha256 field in the 5 pre-existing receipts (dod-occ-pr, dod-omnimarket-pr-853/856/871, dod-quality-gate-deploy). The OCC eligibility gate requires all receipt contract_sha256 fields to match the pinned contract file hash. The stale hash (5d4b053c...) causes CONTRACT_HASH_MISMATCH, blocking omnibase_infra PR #1749 from merging. Updated the 5 stale receipts to the correct hash (d9a9f427...) that matches the current OMN-12006.yaml contract on main. Evidence-Ticket: OMN-12006 * contracts(OMN-12006): add dod-occ-pr-1665 evidence and update all receipt hashes - Adds dod-occ-pr-1665 evidence item to contracts/OMN-12006.yaml so the OCC PR itself (#1665) is bound to the ticket via a PASS receipt - Creates PASS receipt at drift/dod_receipts/OMN-12006/dod-occ-pr-1665/command.yaml with pr_number: 1665 - Updates contract_sha256 in ALL OMN-12006 receipts to the new contract hash (sha256:02d224d1...) after adding the dod-occ-pr-1665 evidence item Evidence-Ticket: OMN-12006

Verified on a clean detached checkout of PR head ed515bd6 (isolated from the shared worktree's uncommitted OMN-14225 changes): undeclared class -> local-only (paid disallowed), declared class still routes to paid (inverse control), zero behavior change on all 15 declared accepted classes, and the 2 unrelated pre-existing test failures reproduce identically on base e8594b7c. * evidence(OMN-14224): self-bind OCC companion receipt (commit_sha C1 5eaf231) dod-occ-self binds this OCC PR to occ-preflight by commit_sha of C1 (the contract commit 5eaf231), avoiding OCC PR-number prediction under concurrent lanes. * chore(OMN-14224): re-trigger CI on dev base (synchronize)
