Independently verified (separate verifier) via merge-base-vs-HEAD delta() reproduction + a live before/after onex delegate --task-type review on the co-installed infra venv. Controls still reject (gate non-vacuous). * evidence(OMN-14220): self-bind OCC companion receipt (commit_sha C1 6de76c1) dod-occ-self binds this OCC PR to occ-preflight via commit_sha of C1 (the contract commit 6de76c1), avoiding OCC PR-number prediction under concurrent lanes.
