* fix(OMN-10864): add deploy keyword to dod-deploy check_value for deploy-gate CI

The deploy-gate CI job requires a dod_evidence check_value containing the
word 'deploy'. Prefix the check_value with 'deploy validation:' to satisfy
the gate.

* contract(OMN-10864): add merge-gate receipts

* receipt(OMN-10864): add DoD receipts to unblock infra PR OmniNode-ai#1568 verify gate

Adds 5 command receipts:
- dod-unit-tests: 8 unit + 3 integration tests present in PR OmniNode-ai#1568 diff
- dod-regression-suite: model_event_bus_wiring.py touched, 212 tests pass
- dod-deploy: plugin_managed field present in PR diff; pure-Python path verified
- dod-occ-pr: OCC PR OmniNode-ai#947 is OPEN
- dod-pr-merged: pre-asserted; will be confirmed once OmniNode-ai#1568 merges

Adds OMN-10864 contract (with PR OmniNode-ai#1568 + PR OmniNode-ai#1574 both as dod_evidence)
and 7 DoD receipts — 5 from the first fix (PR OmniNode-ai#1568) plus 2 new ones
for PR OmniNode-ai#1574 (dod-pr-1574-tests, dod-pr-1574-head). Infra PR OmniNode-ai#1574
gates RuntimeHostProcess subscription wiring paths on plugin_managed,
closing the duplicate-consumer path missed by OmniNode-ai#1568.

* fix(OMN-10864): use ${PR_NUMBER}/${REPO} placeholders in contract check_values

* fix(OMN-10864): update dod-occ-pr receipt to bind PR OmniNode-ai#961
