…emoval (OmniNode-ai#876)

* docs(OMN-10743/10744/10745): add OCC evidence for stopgap DI annotation removal

Binds omniclaude PRs OmniNode-ai#1551 (OMN-10743 hooks emit bus), OmniNode-ai#1553 (OMN-10744 runtime
lifecycle bus), and OmniNode-ai#1554 (OMN-10745 cost accounting sqlite3 adapter).

Each ticket gets: contract YAML + dod receipts for PR head, AST validator pass,
and for OMN-10744 a deploy-scope receipt confirming no runtime compose/Dockerfile
changes requiring a deploy.
