• Keeps the reusable guard from blocking base-advanced clean PRs feat(OMN-10588): add OCC contract + evidence for services.omnimarket registry extension #778, contract(OMN-10593): add OCC contract and receipts for register-repo omnimarket idempotency proof #783, and contract(OMN-10561): add reducer node receipt evidence #787 on debt introduced by merged base PRs.
