evidence(OMN-20674): hand-authored companion for omnimarket#3613 - #13401

This change adds the missing contract `contracts/OMN-20674.yaml` to `onex_change_control`, which is required because `OmniNode-ai/omnimarket#3613` deploy-gate failed due to the absence of this contract. It includes a PASS command receipt at `drift/dod_receipts/OMN-20674/dod-OmniNode-ai-omnimarket-pr-3613/command.yaml` bound to `pr_number` 3613 and `commit_sha` `c544a363eb01ef97b8f4862a09f347c2e4ff4e1a`. The probe fetches `src/omnimarket/nodes/node_morning_friction_sweep_orchestrator/handlers/handler_morning_friction_sweep.py` at that commit via `gh api`, counting the line `'class HandlerMorningFrictionSweep':` as 1 at the PR commit (`green_exit` 0) and a 404 at merge base `0ed3e08943cefb8da0797a5ba7a0deb19285f70c` (`red_exit` 1). The receipt was filled by `check_receipt_hardening.py --capture-probe` with `--red-ref`, and the probe legs were also run by hand with the same results. All checks including `yamlfmt`, `check-yamlfmt-contamination`, `validate-contract-yaml`, `lint-contract-check-values`, `dod-evidence-required`, and `check-receipt-hardening` passed.
