Adds dod_evidence item dod-OmniNode-ai-omnimarket-pr-3591 to contracts/OMN-17427.yaml and its PASS receipt at drift/dod_receipts/OMN-17427/dod-OmniNode-ai-omnimarket-pr-3591/command.yaml. The check reads handler_ci_red_triage.py at omnimarket commit f4867d5b07a00389cce9ad63011b7df84b4b49d3 and counts 'start=withheld:act=false': 1 there, 0 at merge base 8d9256977cec8029fe7feceb5e8c4e5a145356f0. Probe captured with check_receipt_hardening.py --capture-probe (green_exit 0, red_exit 1). omnimarket#3591 repo-evidence / dod-verify failed because every OMN-17427 check was carried unchanged from the merge base and the PR bound no evidence of its own.
