Adds dod_evidence entry dod-OmniNode-ai-omnimarket-pr-3452-tests to contracts/OMN-19547.yaml, binding AC1 and AC2 to a test_passes check. Adds a PASS receipt at drift/dod_receipts/OMN-19547/dod-OmniNode-ai-omnimarket-pr-3452-tests/test_passes.yaml, captured with check_receipt_hardening.py --capture-probe at omnimarket commit f4401d2b83e9931a63fbbc035151b25daf6e086c: 7 passed.

This PR adds a hand-authored change-control evidence companion for OmniNode-ai/omnimarket#3452 (ticket OMN-19547, regression tests for the typed delegation FSM). occ-preflight on omnimarket#3452 reported stamp_absent: the PR body had no Evidence-Source line, and no autobind companion was minted for it.
This PR adds one dod_evidence entry dod-OmniNode-ai-omnimarket-pr-3452-tests to contracts/OMN-19547.yaml, binding AC1 and AC2 to the test_passes check "uv run --locked pytest tests/unit/delegation/test_delegation_fsm_contract_bound_omn13474.py -q", and a PASS receipt captured with check_receipt_hardening.py --capture-probe at omnimarket commit f4401d2b83e9931a63fbbc035151b25daf6e086c (7 passed). AC3 and AC4 are not claimed.
yamlfmt, check-yamlfmt-contamination and check-receipt-hardening all passed locally; same shape as #12414.
