Adds a hand-authored evidence companion for ticket OMN-17427 (OmniNode-ai/omnimarket#3295), as no companion previously existed.

  • Appends two dod_evidence entries to contracts/OMN-17427.yaml:
    • dod-OmniNode-ai-omnimarket-pr-3295-ci: gh pr view 3295 --json files
    • dod-OmniNode-ai-omnimarket-pr-3295: reads turn_protocol.py at omnimarket head 397b422533e8bcec23edf7f35881dc7182f53d44 and counts lines naming anyOf (result 1)
  • Includes a PASS receipt for each entry, bound to pr_number 3295, captured via check_receipt_hardening.py --capture-probe.
  • yamlfmt passed before hashing.

Fix stale contract_sha256 in OCC PR 12518 self-bind receipt

Merging dev changed contracts/OMN-17427.yaml, causing occ-preflight and Receipt Gate to fail with contract_hash_mismatch.
Updated the receipt's contract_sha256 to sha256:f600523c88f555183437a8c1c402ee5c582cc834f9ad3c84f32dba7a7017f372 to match the current contract; yamlfmt passed.

Merge origin/dev into OMN-17427

Resolved conflict in contracts/OMN-17427.yaml by keeping both dod-OmniNode-ai-omnimarket-pr-3298 and dod-OmniNode-ai-omnimarket-pr-3295 entries (3298 first, then 3295). yamlfmt passed. Re-pinned contract_sha256 in drift/occ_bindings/OMN-17427/occ-self-bind-pr-12518/command.yaml to sha256:0c9fa7f1fc7f38c0f3cd2957f2af59312e6f6588d491d10cd62bb9493f91ac1b. The 3295 receipts' contract_entry_sha256 values still match.
