Hand-authored change-control companion for OmniNode-ai/omnimarket#3222 (OMN-17427). occ-autobind declined with DEFER_HAND_AUTHORED. Adds two dod_evidence entries to contracts/OMN-17427.yaml and two PASS receipts under drift/dod_receipts/OMN-17427/ bound to pr_number 3222. Probes: diff-scope check (gh pr view 3222) and branch line count in ci.yml. yamlfmt pre-commit passed.
