Add Evidence Companion for OMN-20001

Adds a hand-authored evidence companion for OmniNode-ai/omnimarket#3213, registering eleven work-ledger v2 topics in node_emit_daemon topics.yaml.

Changes:

• Adds two dod_evidence entries to contracts/OMN-20001.yaml:
  • dod-OmniNode-ai-omnimarket-pr-3213-ci: Verifies diff scope (4 files).
  • dod-OmniNode-ai-omnimarket-pr-3213: Counts 11 work-ledger v2 topic lines in topics.yaml at head 379e094d85e25fe755ebbc5ed11ca378f5d1ad89.
• Adds two PASS receipts under drift/dod_receipts/OMN-20001 bound to PR evidence(OMN-13664): bind source and infra tier fix #3213.

yamlfmt passed before hashing.
