fix(OMN-16859): product-CI receipt runner executes declared OCC checks and writes them into the open companion - #2205
Conversation
…s and writes them into the open companion AC3b + AC3a. Closes the structural gap that has blocked automatic OCC receipt generation: the minting producers run in the .201 effects runtime with no product-repo checkout, so neither can execute a `test_passes` check, while eligibility requires a PASS receipt before the companion merges. The one surface that can execute honestly — product-repo CI — had no write path into the open companion. This adds it. - scripts/ci/occ_receipt_runner.py: reads the open companion's contracts, selects declared items whose check_type it can honestly execute (test_passes), executes the declared check_value verbatim in the product checkout, and writes the result append-only — a net-new base receipt where none exists, otherwise a net-new <check_type>.supersede.<pr>.yaml record. No merged or born receipt is ever edited. - .github/workflows/occ-receipt-runner.yml: product-PR workflow, separate from ci.yml (every ci.yml job has `needs: occ-preflight`, so a job there could never run while preflight is red). Bounded wait for the autobind race, existing OnexBot-OCC-Writer App credential (no new secret), and a preflight heal after the push. continue-on-error, never a required check. - AC3a bridge: the born test_passes receipt is minted PENDING, not a PASS behind a `gh pr view` probe. Gated to RUNNER_COVERED_REPOS so a repo without a runner is unchanged byte-for-byte — install the runner first, then add the repo. Sound because occ-preflight pins an OPEN companion to headRefOid, the branch tip: a receipt pushed there is visible to the next preflight, so there is no merge-ordering deadlock. Red-first: 21 runner tests + 11 bridge tests. Adversarially proven by mutation — editing the base receipt, hardcoding the record's check_type (the live OCC#7465 defect), always-PASS, and self-attestation each turn the suite red. Ticket: OMN-16859

📝 WalkthroughWalkthroughThis change adds a non-blocking GitHub Actions workflow and a product-repository runner for OCC receipts. It also changes covered born receipts from fabricated ChangesOCC receipt flow
Estimated code review effort: 5 (Critical) | ~90+ minutes Merge Risk: 🟠 High · up to The new receipt runner executes commands supplied by an open companion without first validating that the companion came from the trusted automation path, which could expose repository credentials to untrusted shell content. The workflow also has a portability issue that may prevent it from finding the product PR on some configured runners, so this PR is not ready to merge until those risks are addressed. …7587) * evidence: OCC companion pass 1 for OmniNode-ai/omnimarket#2205 * evidence: OCC companion self-bind for #7587 --------- Co-authored-by: node-occ-companion-effect <occ-companion-effect@omninode.ai>
…e any check_value executes CodeRabbit review on #2205, both findings valid and fixed here. 1. Provenance (Major). The Evidence-Source stamp is an author-editable pointer and 'edited' is one of this workflow's triggers, so the companion it names was untrusted input feeding a contract whose check_value the runner executes verbatim on a job holding an OCC write token. The stamp is now treated as an untrusted pointer: before the companion is cloned, it must independently prove it was opened by the OCC-writer App (so its contract is emitter-generated, not hand-written) AND that its branch is the autobind branch minted for THIS product PR (so the stamp cannot be repointed at an unrelated companion). Failing the gate is a clean skip, never a hard failure. 2. Portability (Minor). Dropped the non-portable sed 'I' modifier; the expression's character classes already handle case, and '|| true' would have masked a BSD sed rejection as an empty companion id. OMN-16859 AC3a + AC3b — automatic, honest OCC receipt generation, on the omnimarket pilot
Closes the structural gap behind the operator question "we have been trying to get automatic receipt generation working for months, what is still holding us back?"
The gap this closes
Three facts, none of which is a bug in any one component:
OccCompanionEmitter(born path) andnode_occ_companion_computerun in the .201 dev-lane effects runtime, which holds no product-repo checkout — the declaredcwdis${OMNI_HOME}/<repo>, a path absent there. OCC's own hosted compliance runner DECLINES for the same reason.validator_occ_merge_eligibilitytreats every non-PASS status as ineligible, and the companion must merge before the product PR.So the receipt had to be PASS at a moment when nothing had run the check. Every previous attempt collapsed into a hand-authored receipt (four occurrences on 2026-08-28 alone) or a
status: PASSminted behind agh pr viewPR-existence probe. It is not a filename bug and not a policy problem — it is a missing surface. This PR is that surface. The mechanical fact that makes it work (verified, not assumed)
omnibase_core/.github/workflows/occ-preflight.yml:244-249pinsocc_sha = headRefOidfor an OPEN companion — the companion branch tip, not OCC main. A receipt pushed to that branch is therefore visible to the product PR's very next preflight evaluation. There is no merge-ordering deadlock. What this PR adds
AC3b — the runner.
scripts/ci/occ_receipt_runner.py+.github/workflows/occ-receipt-runner.yml.Evidence-Source: OCC#<n>from the live PR body with a bounded wait (10 × 30s). The autobind race is handled, not assumed away: no stamp after the bound → exit 0 with an explicit note, and theeditedevent that carries the stamp re-triggers the workflow.OPEN— a merged companion is pinned bymergeCommit, notheadRefOid, so a branch push would be evidence nothing reads.check_valueverbatim from the contract viabash -o pipefail -cin the product checkout, capturing real stdout and real exit status.probe_command == check_valueby construction, which also satisfies the OMN-15459 S2 family-binding rule and keeps the OCC#5534 laundering channel unreachable.<check_type>.supersede.<pr>.yamlrecord. A merged or born receipt is never opened for write. The push step additionally asserts the tree carries no modified/deleted path and aborts if it does, so a future regression that did edit a merged receipt cannot silently ship.onexbot-occ-writerApp (ONEXBOT_OCC_APP_ID/ONEXBOT_OCC_PRIVATE_KEY), scopedrepositories: onex_change_control. ci.yml: everyci.ymljob carriesneeds: occ-preflight, so a post-test job there could never run while preflight is red — it would deadlock on the exact condition it exists to clear. It iscontinue-on-error: true, carries no required status-check name, and is in noneeds:— registered as EXEMPT inci_summary_gatewith that reason. It is an unblocker, not a gate. A red check is reported by the FAIL receipt it writes (which correctly keeps the companion ineligible), never by failing the job.AC3a — the honest born receipt. The emitter mints the

No schema change needed:EnumReceiptStatus.PENDINGalready means "the probe was allocated but has not yet executed", andModelDodReceiptRule 3 already exempts PENDING from the non-empty-probe_stdoutrequirement (proven against the real model, not assumed). No PASS is ever minted for an unexecuted check.Gated to
RUNNER_COVERED_REPOS = {OmniNode-ai/omnimarket}, and that direction is the safety property. PENDING is non-PASS, so it holds a companion ineligible until something executes the check — correct only where something will. The emitter serves every product repo from one .201 deployment; minting PENDING everywhere while only omnimarket has a runner would trade a dishonest PASS for an org-wide jam on the ~55% of PRs carrying this item. Install the runner first, then add the repo — never the reverse. Both directions are pinned by tests.TDD red-first, adversarially proven

ci_summary_gate's PR-triggered-job classification (the new job is now EXEMPT with a stated reason) and the hardcoded-literal gate (the ABS_PATH prefixes are annotated, since their absence is the assertion).Honest status on live proof
The runner workflow lands ARMED, not yet proven end to end. A workflow only executes on a PR opened after it is on the base branch, so this PR cannot run its own runner. The next omnimarket product PR is the natural first execution.
The AC3a bridge is additionally inert until the .201 dev-lane effects runtime is redeployed carrying this omnimarket code — the same standing dependency recorded for #2195. Until then omnimarket's born receipts keep the old PASS, and the runner (which does not depend on the redeploy) writes a net-new base receipt rather than a supersession record. Both paths are covered by tests.

Eligibility legibility (AC3c) ships separately in omnibase_core — a PENDING receipt on a runner-covered check type reports a distinct, actionable reason instead of the misleading
missing_receipt, while stayingeligible=False. This PR does not depend on it.Ticket: OMN-16859 (AC3a, AC3b). AC1 / AC2 / AC4 landed previously in #2195.
