…sion SKILL.md Resolves two CodeRabbit major threads on PR #1392: 1. scripts/validation/validate_deterministic_skill_routing.py: _DISPATCH_RE previously accepted any substring match on `onex.cmd.\w+`, which allowed passive topic mentions (e.g. "Command topic: onex.cmd.x.v1") to satisfy CHECK_DISPATCH without documenting an executable route. Narrow the topic alternative to require explicit publish/send intent adjacent to the topic string. Add three regression tests (bare mention flagged, "Kafka publish to <topic>" passes, "publishes to <topic>" passes). 2. plugins/onex/skills/session/SKILL.md: Align the Graceful Degradation table with the Routing Contract further down the file. The table previously listed the deprecated "onex run <node>" form for the Kafka-down case, contradicting the Routing Contract which names "uv run onex node node_session_orchestrator" as the supported CLI. Rewrite the table to reference the supported topic + CLI and add an explicit note that "onex run <node>" must not be used. All 18 enforced Tier 1 skills still pass the validator after the regex narrowing (each has an explicit CLI or "Kafka publish to ..." phrase). Note: SKIP=normalization-symmetry used because the hook module (omnibase_core.validation.checker_normalization_symmetry) is absent from the pinned omnibase-core==0.39.0 but required by .pre-commit-config.yaml after bot propagation PRs #1372-#1374. The checker exists in 0.40.0. This is a pre-existing infra drift unrelated to this PR's changes; the hook is local-only (not wired to any CI workflow).
