ci(OMN-14078): remove merge_group triggers from 15 non-required workflows (Lever 1 fan-out) - #2224
Conversation
…lows (Lever 1 fan-out) Lever 1 fan-out from docs/plans/2026-07-06-ci-streamlining-logjam-reduction-plan.md (sibling of OMN-14076 core canary). The merge queue only waits on required status contexts; these 15 workflows carry none, so their merge_group runs burn shared self-hosted runner slots and gate nothing. Removes only the merge_group: trigger from each on: block. pull_request and push triggers untouched -- nothing un-enforced. No logic changes. Verified against the LIVE required_status_checks: every required-context carrier keeps its merge_group trigger; no cut workflow produces a required context.

How can I continue?After more reviews become available, a review can be triggered using the To avoid repeated limits, reduce automatic review volume by pausing incremental auto-reviews earlier, using label-based review opt-in, excluding WIP or generated PR titles, or requesting reviews manually when the PR is ready. If your team needs uninterrupted high-volume reviews, an organization admin can enable usage-based reviews. How do review limits work?CodeRabbit enforces per-developer PR review limits for each organization. Most developers receive the normal plan review availability. For paid Pro and Pro+ PR reviews, CodeRabbit uses adaptive limits for sustained high-volume activity. When a developer's recent PR review activity reaches the 95th percentile or higher among CodeRabbit users, additional reviews become available more gradually as earlier reviews age out of the rolling window. Live required contexts on
omnibase_infradev (branches/dev/protection/required_status_checks) = 15; ruleset check →[](no ruleset-based required checks). Each required context maps to a KEPT carrier workflow:CI Summary,Topic Enum/Naming/Drift→ci ·Handler Contract Compliance→omni-standards-compliance ·gate / CodeRabbit Thread Check→cr-thread-gate-caller ·verify / verify→call-receipt-gate ·call-reject-skip-token/...→call-reject-skip ·contract-validation·receipt-honesty·URL Authority Gate→url-authority-gate ·deploy-gate / deploy-gate→deploy-gate ·dispatcher-route-coverage·Canonical Inference Gate→canonical-inference-gate ·Dep Provenance Gate→dep-provenance-gate.DEVIATION FROM PLAN (verified, deliberate): the plan's infra cut list (16) included
omni-standards-compliance, but the live check proves that workflow produces the required contextHandler Contract Compliance. Cutting itsmerge_grouptrigger would drop a required context from the queue SHA and wedge the infra merge queue. It is therefore EXCLUDED — verified cut = 15, not 16.Post-edit proof (exactly complementary): re-parse of all workflows shows the set still carrying a top-level
merge_grouptrigger = exactly the 12 required-context carriers (ci, call-receipt-gate, call-reject-skip, canonical-inference-gate, contract-validation, cr-thread-gate-caller, dep-provenance-gate, deploy-gate, dispatcher-route-coverage, omni-standards-compliance, receipt-honesty, url-authority-gate). No cut file retainsmerge_group; all cut files keep validpull_request/pushtriggers and intact jobs. actionlint on all 15 edited files → no real errors (only pre-existing shellcheck style notes in untouchedrun:scripts).The 15 cut workflows
call-occ-preflight, check-handshake, check-sibling-compat, compose-config-lint, dispatch-parity-gate, env-parity, fresh-deploy-fitness, lane-census-staleness, no-bare-compose-teardown, node-migration-sync, runner-disk-preflight, runner-routing-audit, skill-node-mapping-sync, validate-validator-requirements, validator-runtime-profiles.
Cannot break a required gate by construction. Trivially revertible.
