- update max blobs per block to 6 to align spec update
- update spec test to [v1.4.0-alpha.2](https://github.com/ethereum/consensus-spec-tests/tree/v1.4.0-alpha.2
- not all the spec test is covered. We'll do another comb on commitment-related spec test
