Implement project question/issue context related functionality

Make NestBot to be able to answer questions like:

Hello!
I'm using Docker Compose and my Jira -> DefectDojo, and it doesn't work automatically, I have to type the command “docker compose exec uwsgi /bin/bash -c ‘python manage.py jira_status_reconciliation’” and sometimes it works.
Problems:
- Comments in Jira don't appear in DefectDojo (the other way around it does - it works).
- Reopen and closed changes work only when I run the above command.
Is there any solution?
