extract s2 polling/dm-topics clusters into mixin modules (tracker #78791):Verbatim extraction of 29 polling + dm-topic methods into polling_mixin + dm_topics_mixin, with module-constant re-exports and the _adapter_timeout resolver so test monkeypatches keep working. Wave-2/3 VERIFIED after repair; 551/551 full telegram suite.
