fix(cli): make /status show gateway-style session status

Summary

• expose /status to the CLI command registry instead of treating it as gateway-only
• make CLI /status render a gateway-style session status block
• keep /statusbar as the status bar visibility toggle and add regressions for the dispatch split

Testing
