feat: add Bale messenger platform plugin

This PR adds support for Bale (بله) messenger by subclassing the Telegram adapter and overriding the API base URL.

• Maintainer policy in AGENTS.md:126 and commit 1b70a9184498cd03bb1e2274b3eac4b2635f7835 requires third-party product integrations to ship as standalone plugins rather than in the core repository. This is a maintenance/coupling decision, not a judgment on the contribution's quality.
• The supported route is a standalone Bale plugin repository installed into ~/.hermes/plugins/ (or distributed through a pip entry point); the maintained authoring guide documents that path at website/docs/developer-guide/adding-platform-adapters.md:9.

Please publish the Bale integration as a standalone plugin and share it in #plugins-skills-and-skins.
