fix(docs): reuse healthy skills index during Pages deploys

Summary

Docs deploys now reuse a healthy skills index instead of recrawling every external skills source on each Pages build, preventing GitHub API quota exhaustion from blocking unrelated docs deploys.

Changes

• deploy-site: add optional workflow inputs for a skills-index artifact run or forced rebuild.
• deploy-site: download the scheduled Build Skills Index artifact first, then fall back to the currently live healthy index, and only crawl fresh if both are unavailable or explicitly forced.
• skills-index: pass the successful scheduled run ID into deploy-site so scheduled refreshes deploy the exact artifact they just validated.
