fix(whatsapp): bump Baileys pin to v7.0.0-rc13 to fix LID-addressed group sends - #43840

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: marocchino/sticky-pull-request-comment@52423e01640425a022ef5fd42c6fb5f633a02728.
