Problem

MCP tools are discovered by hermes mcp test but not exposed to the agent in TUI mode. The root cause is a race condition: wait_for_mcp_discovery() has a 0.75s timeout, which is too short for HTTP-based MCP servers to connect and enumerate tools before the agent snapshots its tool list.

Root Cause

  1. TUI startup spawns MCP discovery in a background daemon thread
  2. _make_agent() calls wait_for_mcp_discovery(timeout=0.75) before building the agent
  3. HTTP-based MCP servers often need >0.75s to connect and enumerate tools
  4. When discovery doesn't finish in time, MCP tools are invisible for the entire session
  5. hermes mcp test works because it runs synchronously with its own timeout

Fix

Increase the default timeout from 0.75s to 3.0s in both:

  • hermes_cli/mcp_startup.py (CLI path)
  • tui_gateway/entry.py (TUI path)

The 3.0s timeout gives HTTP servers a reasonable window while remaining bounded so a dead server can't freeze startup.

Testing

  • All existing tests pass (8/8)
  • test_hung_thread_is_bounded_by_timeout verifies the timeout is still respected
  • test_fast_thread_is_joined verifies fast servers still land before the snapshot

Fixes #41625

HTTP-based MCP servers need more time to connect and enumerate tools
than the previous 0.75s timeout allowed. When discovery doesn't finish
before the agent snapshots its tool list, MCP tools are invisible for
the entire session — even though the server is reachable and tools are
registered.

The 3.0s timeout gives HTTP servers a reasonable window while remaining
bounded so a dead server can't freeze startup.

turn's first API call assembles tools=. This is cache-safe by construction: the
refresh only ever extends a fresh request prefix at a turn boundary, never
mutates the cached prefix of an in-flight turn. So late tools become callable on
the user's NEXT turn automatically, with no /reload-mcp and no cache cost.

- tools/mcp_tool.py: has_registered_mcp_tools() — cheap guard so sessions with
  no MCP servers (the common case) skip the rebuild entirely.
- agent/turn_context.py: call the shared refresh_agent_mcp_tools() helper at the
  top of the prologue when MCP servers are registered.

  skipped when no servers; no snapshot churn when unchanged).

Thanks for identifying the MCP startup race. This is now implemented on current main through a broader, cache-safe fix.

  • hermes_cli/mcp_startup.py:53-100 resolves a configurable mcp_discovery_timeout (default 1.5s in hermes_cli/config.py:1359-1372) rather than retaining the old fixed 0.75s wait.
  • tui_gateway/server.py:4370-4435 additionally refreshes the agent's MCP tool snapshot when discovery completes after that bounded wait, before the first turn, so a server taking longer than the initial window is not invisible for the session.
  • tests/test_tui_mcp_late_refresh.py:52-103 covers late tool addition and the post-turn cache-safety guard.
