Register the Nemotron 3 Ultra free tier model in both the native chat models list (HERMES_NATIVE_CHAT_MODELS) and the NVIDIA provider model list (_PROVIDER_MODELS['nvidia']) so it appears in the model picker and hermes setup UI. Refs: PR NousResearch#38769 (guide), June 4-18 free tier promotion
