What does this PR do?

Adds an embedded web UI dashboard to Hermes Agent, accessible via hermes web. It provides a browser-based interface for managing configuration (~/.hermes/config.yaml), API keys (~/.hermes/.env), and monitoring active/recent chat sessions — without needing to manually edit files or restart sessions.

Also adds automatic hot-reloading of environment variables: when a user updates an API key (via the web UI or by editing .env directly), running chat sessions pick up the change within seconds, with no restart or manual /reload needed.

hermes_cli/config.py — Added reload_env() (re-reads .env into os.environ), delete_env_value() (removes a key from .env and os.environ)
model_tools.py — Added _maybe_reload_env() auto-reload: checks .env file mtime every 5s before tool dispatch, transparently refreshes os.environ when the file changes

How to Test

Install web dependencies: pip install fastapi uvicorn
Build the frontend: cd web && npm install && npm run build
Start the web UI: python -m hermes_cli.main web
Browser opens to http://127.0.0.1:9119 — verify Status, Config, and API Keys pages load
Set an API key in the web UI, refresh the page — verify the new value persists (shows as "Set" with redacted preview)
Click "Clear" on a set key — verify it's removed and shows "Not set"
In a separate terminal, start a chat session: python -m hermes_cli.main chat
Change an API key in the web UI — verify the chat session picks it up automatically on the next tool call (no restart needed)
In the chat session, type /reload — verify it reports the count of updated vars
Type /help — verify /reload appears under "Tools & Skills"
