Adds the latest Qwen 3.6 Plus model to the Alibaba (DashScope) provider model list so it appears in the Model Picker UI.

Tests failed are unrelated to this change. This PR only adds "qwen3.6-plus" to the _PROVIDER_MODELS["alibaba"] list in hermes_cli/models.py.

The failing tests (e.g. AttributeError: AIAgent object has no attribute _fallback_chain, build_kwargs issues, cleanup_vm assertions) indicate existing regressions on main unrelated to model catalog updates.

Closing as already fixed on main.

Triage notes (high confidence):
qwen3.6-plus already listed in alibaba section of _codex_curated_models on origin/main hermes_cli/models.py:406 (and elsewhere at lines 78, 169, 390, 419).

If you still see this on the latest version, please reopen with reproduction steps.

(Bulk-closed during a CLI triage sweep.)
