Temporary exact-SHA workflow witness for surviving #100763 commit
8bc48450f79d9d9dea1d99a16c1603de987d273f.#100763 cannot satisfy the repository every-surviving-commit gate because this immutable commit currently has zero hosted workflow objects. This carrier introduces no additional product change and exists only to obtain exact-SHA CI/Docker/Nix receipts for that commit after the repository workflow repair.
Do not review or merge. Close after terminal receipts are read back; #100763 remains the product owner.
